The UK and US have announced a key bilateral deal that will guarantee no duties on British medicine shipments going into the US market.

The Terms of the Accord

As part of the deal, the UK has committed to raise funding on drugs through the NHS. This pledge secures that import taxes on these vital goods will stay at nothing for a period of 36 months.

This deal is in response to earlier statements to dramatically increase duties on patented pharmaceutical products, with potential rates mentioned up to double the cost.

"This agreement with the UK reinforces the international landscape for new treatments and establishes much-needed fairness to U.S.–U.K. pharmaceutical trade," a release said.

Economic Significance

Pharmaceuticals represent one of the Britain's most significant exports to the United States, which is by far the largest market for leading British pharmaceutical firms.

Export figures indicate that in the 12 months to the end of last September, the UK sold medicines totaling billions to the US. This amount accounted for a significant portion of all goods exports in that timeframe.

"This agreement protects work, increases investment and paves the way for the UK to emerge as a worldwide center for life sciences," a government official stated.

Specific NHS Changes

The deal involves several notable pledges from the UK:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it considers new treatments to be too expensive by 25%.
  • Boosted Medicine Funding: There is a aim to double overall NHS spending on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Payback Limit: The percentage drug companies must refund to the NHS to stay within budget will be limited at fifteen percent. Last year, rebates exceeded twenty percent.

Industry Background

The pact follows a ongoing dispute between the sector and the British authorities over medicine costs and approval rates.

The disagreement were heightened by assertions that US patients were charged several times more for the same drugs than consumers in the UK and Europe.

Over the last 18 months, several major drug company projects in the UK have been delayed or scrapped, while substantial funding commitments have been announced toward US facilities.

One official publicly accepted that the NHS had to spend more on treatments, noting that its expenditure on drugs had decreased as a proportion of its resources over the past decade.
